Finally, I leave you with a philosophical question. If the members of a country vote to kill civilians in another country, do these voters become combatants and do they become fair game in a potential war?
First off thats a fairly off beat question, second it all depends on the circumstances and reasoning behind the movement. If the people of a country vote to kill people in another country out of spite or some kind of national pride, chances are some violence already exists between those two countries, otherwise the majority of the population wound have no reason to harbor THAT MUCH RESENTMENT to the people of the country they want fucked up. Now in the case of the people voting to kill all of the people of another country within their borders due to some kind of recent political development that makes them potential enemies of the state, that just makes the voters a bunch of assholes (America had the same problem in WWII and we just put our japanese citizens in camps, they wernt that bad but they where still an insult to their rights). Either way, counting specific groups of citizens as combatants is a fairly hair-brained thing to do, if there is any combat you cant have that kind of specific targets, especialy when they are hiding in sympathetic masses. Basically, its kind of a stupid question, groups of the population dont become combatants, whole countries do, thats the point of having a country, so that they can keep you safe as well as express your will on the battlefield.
